For the 2019 Mulan International Film Festival, the Fountainhead programme<\/strong> is accepting submissions of feature-length films and short films from all filmmakers, via FilmFreeway<\/a><\/strong>. Please read the following rules and regulations carefully before submitting your film. Mission Statement<\/strong>
\nThe Mulan International Film Festival (hereinafter referred to as \u201cMulanIFF\u201d) is a federally incorporated not-for-profit organization that is dedicated to showcasing the best of Chinese-language films and historically significant films about China. The aim of the Festival is to facilitate appreciation of Chinese cinema across Canadian communities and inspire the audience to discuss contemporary conflicts, challenges and opportunities from a global perspective.<\/p>\n

2. Dates<\/strong>
\nThe second edition of the Mulan International Film Festival will be held in Toronto, Canada, from Friday, August 9th to Saturday, August 17th, 2019.<\/p>\n

3. Festival Programmes<\/strong>
\nMulanIFF presents films in four distinct programmes: China Retrospective, Lili<\/em> vs. Leviathan, Yin<\/em> and Yang<\/em>, and Fountainhead. The categorization and screening schedule of each selected film are determined at the sole discretion of the MulanIFF programming team. Films presented in the China Restrospective, Lili<\/em> vs. Leviathan, and Yin<\/em> and Yang<\/em> programmes are by invitation only. Once a film is confirmed to participate in MulanIFF, it cannot be withdrawn from MulanIFF\u2019s programme.<\/p>\n

3a. China Retrospective<\/strong>
\nThe China Retrospective programme features award-nominated or -winning films that reveal the zeitgeist and enormous changes in China and the Chinese society since the early 20th century; and that capture how ideas and beliefs have formed and evolved over time.<\/p>\n

3b. Lili<\/em> vs. Leviathan<\/strong>
\nThe Lili<\/em> vs. Leviathan programme serves to advance the appreciation of female filmmakers\u2019 and actresses\u2019 endeavours, as well as to recognize the identity and power of female protagonists in films.<\/p>\n

3c. Yin <\/em>and Yang<\/em><\/strong>
\nThe Yin <\/em>and Yang<\/em> programme is dedicated to films that reflect on social issues related to gender inequality, gender identity, gender expression and sexual orientation, thereby advocating equality and solidarity.<\/p>\n

3d. Fountainhead<\/strong>
\nThe Fountainhead programme celebrates and promotes emerging talents and their works with creative originality.<\/p>\n

4. Submission to the Fountainhead Programme<\/strong>
\nThe Fountainhead programme accepts submissions of feature-length films and short films from all filmmakers, via FilmFreeway. This programme is non-competitive, and does not give any prize or award.<\/p>\n

The film must meet the following requirements and conditions:
\na. A feature-length film, by MulanIFF\u2019s definition, has a running time of 60 minutes or more, including credits; a short film, by MulanIFF\u2019s definition, has a running time of 15 minutes or less, including credits.
\nb. The film has been completed on or after February 9, 2018.
\nc. Either the main language of the film is a Chinese language, or the film focuses on Chinese culture or the lives of the people residing in China and\/or the Chinese diaspora.
\nd. Only one film per director is accepted, be it a feature-length film or a short film.
\ne. For feature-length films, only the first or the second feature-length film of a director are eligible.
\nf. The film must have at least Canadian premiere status. It has not been presented at any motion picture event in Canada; and it has not been released in Canada in any form, including but not limited to theatre, broadcast, home entertainment, online streaming and Video On Demand (VOD).
\ng. An online screener of the film must be provided and made available for streaming. No DVD, Blu-ray or other physical screeners are accepted.
\nh. A work-in-progress version of the film can be accepted and its status should be clearly indicated on the submission. However, any updated version(s) will not be viewed.
\ni. The applicant represents and warrants that he or she holds all the copyrights within and related to the submitted film, and has authority to grant MulanIFF the rights to promote and screen the submitted film.<\/p>\n

5. Submission Deadlines and Fees for the Fountainhead Programme<\/strong>
\nApril 10: Submissions open
\nApril 30: Regular deadline (USD$10 for short film, USD$20 for feature-length film)
\nMay 20: Late deadline (USD$15 for short film, USD$30 for feature-length film)<\/p>\n

Submission fees are non-refundable under any circumstances.
\nSubmission fees can be waived at the sole discretion of MulanIFF, if the director of the film is a current student at the University of Toronto, or the film has been submitted to an accredited film festival in China. Before submitting a film, requests need to be made via email: submission@mulanfestival.com.<\/p>\n

6. Selection Process for the Fountainhead Programme<\/strong>
\nThe Fountainhead Programme will present a maximum of five feature-length films and a maximum of five short films.
\nThe Artistic Director chairs on the preliminary selection committee consisting of programmers and assistant programmers.
\nThe Artistic Director designates a final selection committee consisting of members from film institutions and the film industry.
\nFinal decisions will be made at the sole and absolute discretion of the final selection committee.<\/p>\n

7. Official Invitation<\/strong>
\nAll official invitations will be sent out via FilmFreeway or email on or before June 9, 2019. Each film invited to MulanIFF will receive a Certificate of Participation if a request is made when accepting the invitation.<\/p>\n

8. Language and Subtitles<\/strong>
\nAll films must be presented in English, or their original language(s) with English subtitles. Films with dialogues in a Chinese dialect are preferred to have both English and Chinese subtitles. The costs of subtitling are to be borne by the filmmaker or a relevant body.<\/p>\n

9. Screening Formats<\/strong>
\nOnly Digital Cinema Package (DCP) and 35mm print are accepted, unless special arrangement is made with the MulanIFF programming team.<\/p>\n

10. Print Traffic<\/strong>
\nAll screening materials must be received by MulanIFF at least by July 22, 2019. Shipping costs to MulanIFF are to be borne by the filmmaker or a relevant body. Otherwise, MulanIFF reserves the right not to accept the package.
\nMulanIFF pays for return shipping as requested by the filmmaker or a relevant body.
\nSpecial arrangement may be made with the MulanIFF programming team.<\/p>\n

11. Copyrights<\/strong>
\nMulanIFF and its directors, members, officers and volunteers, will not be held responsible for unauthorized use of any copyrighted materials within or related to the selected films. MulanIFF reserves the right to disqualify any film with unauthorized copyrighted materials at any time.<\/p>\n

12. General<\/strong>
\nParticipation in MulanIFF implies acceptance of all the aforementioned rules and regulations. MulanIFF reserves the right to rule, at its sole and absolute discretion, on cases and situations not covered by these rules and regulations.<\/p>\n

\n\u7b2c\u4e8c\u5c4a\u6728\u5170\u56fd\u9645\u7535\u5f71\u8282\u5c06\u4e8e2019\u5e748\u67089\u65e5\uff08\u661f\u671f\u4e94\uff09\u81f38\u670817\u65e5\uff08\u661f\u671f\u516d\uff09\u5728\u52a0\u62ff\u5927\u591a\u4f26\u591a\u4e3e\u884c\u3002<\/p>\n

3. \u7535\u5f71\u8282\u5355\u5143<\/strong>

4. \u63d0\u4ea4\u4f5c\u54c1\u81f3\u201c\u6e90\u6cc9\u201d\u5355\u5143<\/strong>
\n\u201c\u6e90\u6cc9\u201d\u5355\u5143\u901a\u8fc7FilmFreeway\u63a5\u53d7\u6240\u6709\u7535\u5f71\u4eba\u63d0\u4ea4\u7684\u957f\u7247\u548c\u77ed\u7247\u3002\u8be5\u5355\u5143\u662f\u975e\u7ade\u8d5b\u5355\u5143\uff0c\u4e0d\u6388\u5956\u6216\u5956\u54c1\u3002<\/p>\n

    \u5982\u679c\u7535\u5f71\u7684\u5bfc\u6f14\u662f\u591a\u4f26\u591a\u5927\u5b66\u7684\u5728\u6821\u5b66\u751f\uff0c\u6216\u8005\u7535\u5f71\u5df2\u7ecf\u63d0\u4ea4\u7ed9\u5728\u4e2d\u56fd\u53d7\u5230\u8ba4\u53ef\u7684\u7535\u5f71\u8282\uff0c\u6728\u5170\u53ef\u4ee5\u81ea\u884c\u51b3\u5b9a\u514d\u9664\u62a5\u540d\u8d39\u3002\u5728\u63d0\u4ea4\u7535\u5f71\u4e4b\u524d\uff0c\u9700\u901a\u8fc7\u7535\u5b50\u90ae\u4ef6\u53d1\u9001\u8bf7\u6c42\uff1asubmission@mulanfestival.com\u3002<\/p>\n

    7. \u6b63\u5f0f\u9080\u8bf7<\/strong>
    \n\u6240\u6709\u5b98\u65b9\u9080\u8bf7\u5c06\u4e8e2019\u5e746\u67089\u65e5\u6216\u4e4b\u524d\uff0c\u901a\u8fc7FilmFreeway\u6216\u7535\u5b50\u90ae\u4ef6\u53d1\u9001\u3002\u5982\u679c\u5728\u63a5\u53d7\u9080\u8bf7\u65f6\u63d0\u51fa\u8981\u6c42\uff0c\u6bcf\u90e8\u53c2\u5c55\u6728\u5170\u7684\u7535\u5f71\u90fd\u5c06\u83b7\u5f97\u53c2\u4e0e\u8bc1\u4e66\u3002<\/p>\n
